Schiphol Infrastructure is working hard on the maintenance and replacement of existing infrastructure. At the same time, the operational context of an airport requires sharp choices in relation to the theme of feasibility.
In line with Schiphol's strategic ambitions, Infrastructure is working on a fundamental change: a more integrated, data-driven and steerable Sustaining CAPEX portfolio for maintenance and replacement. The aim is to create greater control over the planning and execution of the many maintenance projects.
In this context, Been Management Consulting works together with Schiphol Infrastructure on developing a portfolio approach that creates control by bringing coherence between subject-matter expertise, prioritisation, planning, data and decision-making. This supports explicit choices, executive steering and more predictable execution.
The challenge
Schiphol faces a recognisable and complex challenge: how do you turn a large number of maintenance records, trade-offs across different parts of the portfolio and different planning perspectives into one coherent and steerable whole?
Within the Sustaining CAPEX programme, this challenge becomes very clear. The maintenance scope is increasing, and this requires clear portfolio steering as well as a good understanding of the operational conditions that determine what is feasible.
Our Approach
Been Management Consulting supports Schiphol Infrastructure at the intersection of content, structure and implementation. In doing so, we work on three closely connected elements.

1. Strengthening the portfolio logic
We work together to make the underlying logic within the portfolio more explicit: which work requires priority, how are trade-offs built, and how can choices become more comparable and explainable? As part of this, we support the development of a prioritisation indicator that helps translate substantive considerations into stronger portfolio steering.
2. Connecting programming, planning and execution
A strong portfolio requires not only technical insight, but also coherence between programming, planning and execution. That is why we work on strengthening the connection between the maintenance scope and factors such as operational impact, dependencies, capacity and investment space. This creates a portfolio approach that is not only analytically stronger, but also aligned with execution in practice.
3. Embedding in ways of working and operations
Alongside the substantive development, we work together with Schiphol Infrastructure on implementing this portfolio approach in day-to-day practice. This includes supporting the further development of ways of working, strengthening data population and data quality, and translating the theoretical portfolio logic into applicable operational processes.
We also focus on change management: how do you ensure that new insights, management information and ways of working are available and actively used in collaboration, decision-making and execution? In this way, we are building not only a theoretical framework, but also the operational embedding needed to work sustainably in this way.
