The energy transition requires a profound reset of NAM’s activities: decommissioning and re-use of 300+ onshore gas sites, with a sharp focus on safety, cost reduction and stakeholder management. NAM needed to quickly decide the optimal organizational form for the D&R program (including options towards Energy Hubs) and asked Been Management Consulting to design and facilitate a structured decision framework.
Integrating safety, scale and stakeholder value
The D&R program touches assets, safety, cost and license to operate. NAM sought an organizational form that secures safety (Zero HSSE), minimizes non technical risks, reduces costs and strengthens relationships with landowners and local governments, while enabling re use/energy hub development and an entrepreneurial mindshift.
Six consecutive steps
We applied our organizational scaling method in six steps: (1) make goals and guiding principles explicit; (2) translate success factors into design criteria; (3) define variables for organizational forms; (4) develop and compare scenarios; (5) select the preferred design; (6) establish governance (roles, decision making, performance cycle). This makes scalability explicit and manageable.

Decision framework and blueprint
The comparison yielded a clear decision framework with scenario scores against the design criteria, plus an implementation blueprint (processes, roles, RACI, KPIs, role competencies). This allowed NAM to start in phases while steering for safety, efficiency and stakeholder value.
